All the Ministerial functions under this Act are exercisable solely by the Welsh Ministers in relation to Wales namely: section 12(1A): Power to decide appeal against a decision of a county or county borough under section 47(1) of the Small Holdings and Allotments Act 1908 to prohibit improvements to a small holding or allotment let by the council.
