To impose requirements relating to the grading of horticultural produce when in bulk and to make provisions for their packaging and transporting.

The Ministerial functions exercisable solely by the Welsh Ministers in relation to Wales are: section 13(1): Power to authorise entry onto premises. section 20(3): Consent to the issue of proceedings only with the consent of the Minister or Attorney General. section 23(1): Power to make Regulations. section 45: Powers of the Minister of Agriculture, Fisheries and Food to give directions in relation to agricultural marketing boards and disapplication of the Restrictive Trade Practices Act 1976 to agreements entered into by boards as a result of such directions.
