To establish the Teacher Training Agency and to make provisions relating to the training and qualifications of teachers and to make provisions for the Higher Education Funding Council for Wales.

Functions exercisable solely by WAG or the National Assembly for Wales.

The Ministerial functions contained in this Act which are exercisable solely by the Welsh Ministers in relation to Wales are:

section 11A: Secretary of State to make arrangements for securing that sufficient facilities are available in schools and further and higher education institutions for the training of teachers.
section 18C: Power to request Her Majesty's Chief Inspector of Education and Training in Wales to give advice on any initial training of teachers, or specialist teaching assistants, for schools, or any in-service training of such teachers or assistants, which is provided by a training provider in Wales
