To provide for the registration of carriers of controlled waste and provide for vehicles illegally deposing waste.

Functions exercisable solely by WAG or the National Assembly for Wales.

All the Ministerial functions under this Act are exercisable solely by the Welsh Ministers in relation to Wales namely:

section 1: Power by regulations to provide that a person does not have to be registered for the purposes of carrying controlled waste.
section 2: Power by Regulations to provide for the registration of carriers of controlled waste and for the creation of a register. Powers relating, to registration, revocation of registration and inspections.
section 4: Appeals to the Secretary of State where registration is refused or revoked and making of regulations with regard to appeal.
sections 5A: Power to make Regulations in relation the seizure of vehicles used for illegal waste disposal.
section 5B: Power by regulation to restrict the extent of the treatment as paid of fixed penalty notices for failure to produce authority:
