The only ministerial functions exercisable solely by the Welsh Ministers in relation to Wales under this Act are: sections 7, 8, 17(1)(d) and 23.- section 7: extension of powers of the Secretary of State for financing the Health Service;

- section 8: duties of the Secretary of State relating to the retirement of practitioners;
- section 17(1) (d): the power of the Secretary of State to make provisions regarding general medical services, general dental services etc. which correspond with Part II of the National Health Service Regulations 1974;
- section 23: power of the Secretary of State to make regulations relating to HIV testing kits and services.
