The only Ministerial functions exercisable solely by the Welsh Ministers in relation to Wales are: in respect of๙ sections 13(2), 13A, 27(6) and 31(2); - section 13(2): Regulation of motoring events on public ways. Power of the Secretary of State to authorise by regulations the holding of competitions or trials (other than races or trials of speed) involving the use of motor vehicles on a public way either generally, or as regards any area, or any class or description of the competition or trial subject to such conditions, including conditions requiring the payment of fees, as may be imposed by or under the regulations.
- section 13A: Power of the Secretary of State by regulations to authorise motoring events.
- section 27(6): Control of dogs on roads. Power of local authority by order to designate roads where dogs must be kept on leads. The Secretary of State may make regulations prescribing the procedure to be followed in connection with the making of orders under this section by local authorities.
- section 31(2): Regulation of cycle racing on public ways. The Secretary of State may by regulations authorise, or provide for authorising, in relation to an authorised race or trial of speed on a public way, the holding on a public way other than a bridle way of races or trials of speed of any class or description; or of a particular race or trial speed.
- section 34A: Power to prescribe circumstances for exceptions to presumption in section 34(2).
section 36(5) so far as exercisable by the Secretary of State for Wales but only to the extent that functions are exercisable by the Welsh Ministers under section 64 of the Road Traffic Regulation Act 1984 (c.27); - section 36(5): Divers to comply with traffic signs. Regulations made by the Secretary of State for Transport, the Secretary of State for Wales and the Secretary of State for Scotland acting jointly may specify any traffic sign for the purpose of column 5 of the entry in Schedule 2 to the Road Traffic Offenders Act 1988 relating to offences under this section (offences committed by failing to comply with certain signs involved discretionary disqualification).

- section 64: the Road Traffic Regulation Act 1984: see above under the 1984 Act.
section 159. - section 159: Supplementary provisions as to payment for treatment. A payment falling to be made under section 157 - Payment for hospital treatment of traffic casualties - or 158 - Payment for emergency treatment of traffic casualties - in respect of treatment made in a hospital must be made in England and Wales, in the case of a hospital vested in the Secretary of State for the purposes of the National Health Service Act 1977, to the Area Health Authority , District Health Authority or special health authority responsible for the administration of the hospital or the Secretary of State if no such authority is so responsible.
