The following Ministerial functions under this Act are exercisable solely by the Welsh Ministers in relation to Wales namely: section 3: duty to designate and take reasonable steps to achieve at least one energy efficiency aim for residential accommodation. section 9: power to commence sections 3 and 4 for Wales
