Summary: Part I of the Local Government Act 1999 ("the 1999 Act") imposes duties on local and other authorities to conduct best value reviews of their functions and to prepare a best value performance plan for each financial year.

On 1st April 2002, the Local Government (Whole Authority Analyses and Improvement Plans) (Wales) Order 2002 ("the 2002 Order") came into force. The 2002 Order was made by the National Assembly for Wales in pursuance of powers vested in it under the 1999 Act. The 2002 Order specified, among other things, the date by which an authority's best value performance plan (called an "improvement plan" in the 2002 Order) must be published.

This Order amends the 2002 Order such that, for the purposes of financial year 2004-2005 only, county and county borough councils (including when they are acting as waste disposal authorities) and National Park authorities in Wales must publish their improvement plans by 31 July 2004.
